Why are the ordinances considered temporary measures?


SOLUTION
Every ordinance issued by the President during the recess of the Parliament must be laid before both the houses when it reassembles. They must be enacted into legislation within 6 weeks after Parliament comes back to the session or else they cease to operate on the expiry of 6 weeks. Hence, the maximum life of an ordinance is 6 months and 6 weeks (six months being the maximum gap between the two sessions of parliament). Therefore for a permanent effect, a legislation needs to be passed by the Parliament.
