The Bill passed by the Parliament becomes an Act only when President gives his assent to it. The President can withhold or refuse to give assent on Bill presented. This power is called "Veto Power" of the President. In 1986 President Zail Singh exercised the pocket veto with respect to the Indian Post Office (Amendment) Bill. This Bill intended to impose restrictions on the freedom of the press.
