Given equation of ellipse,

$9x^2+5y^2-30y=0$

converting the given equation of ellipse to standard form, we get,

$\dfrac{x^2}{5}+\dfrac{(y-3)^2}{9}=1$

Equation of tangent to the major axis is given by,

$y=\pm k$

Therefore the equation of tangents to the major axis of $\dfrac{x^2}{5}+\dfrac{(y-3)^2}{9}=1$ are

$y=\pm 3$
