SOLUTION
The president can issue the proclamation of emergency under article 356 if he is satisfied that there is breakdown of constitutional machinery in the state. Hr can either act on govenor's report or otherwise. The proclamation is made subjective to the presidential satisfaction and hence he may refuse to impose president's rule if he is not satisfied on the receipt of governor's report.
