$$Two\quad angles\quad are\quad complementary\quad when\quad they\quad add\quad upto\quad form\quad 90degrees\quad .\\ If\quad one\quad angle\quad =x\\ complement\quad of\quad angle\quad =\quad 90-x\\ Hence\quad x\quad =\quad 90-x-28\quad (given)\\ 2x\quad =\quad 90-28\\ 2x=62\\ x=\frac { 62 }{ 2 } =31\\ =31\\ Hence\quad angle\quad \quad is\quad 31\quad and\quad its\quad complement\quad is\quad 59$$
