As head of the Government, the Prime Minister has the responsibility of managing all affairs of the country. In this context, state the following:
(a) The manner of his appointment.
(b) His important powers.
(c) His position under the Parliamentary system of government.


SOLUTION
(a) Article 75 says that Prime Minister shall be appointed by the President. The Constitution does not contain any specific procedure for selection and appointment of the Prime Minister.
(b) Functions (powers) of the Prime Minister are as below:
1. He recommends persons who can be appointed as ministers by the president.
2. He presides over the meetings of the council of ministers and influences its decisions.
3. He is the principal channel of communication between the president and the council of ministers.
(c) Prime Minister is the head of the Union Council of Ministers. He is the leader of the House to which he belongs. He is the de facto head or the head of the government who is responsible for taking the important decisions.
